Luxembourg's tax service is about to undergo a transformation

On 16 January 2025, Finance Minister Gilles Roth and Jean-Paul Olinger, Director of the Direct Tax Administration, announced a major programme to modernise and digitalise Luxembourg's tax system.

The main objective is to make life easier for citizens and businesses through tax relief and reduction of administrative burden.

Key innovations

Tax calculator

The Treasury Department's website (www.manner-steieren.lu) has a tool to compare the 2024 and 2025 tax situations.

Taxpayer Support Centre

Since November 2024, a Contact Centre for prompt assistance and follow-up of enquiries has been functioning. Full implementation is expected by mid-2025.

Pre-filled tax returns

From March 2025, testing of pre-filled tax returns will begin for 20,000 households with income from wages and pensions only. The aim is to cover up to 100,000 declarations by 2028.

Electronic tax returns

The administration aims to reach a level of 85 per cent electronic filing of tax returns through the MyGuichet.lu portal.

Jean-Paul Olinger stressed that digitalisation will speed up the processing of simple cases, allowing them to focus on complex cases. Gilles Roth added that the introduction of new technologies is aimed at creating a more convenient and efficient taxation system, where interaction with tax authorities will become easier for citizens.

Pre-filling declarations and other measures are part of a global strategy to ease administrative burdens.
