Luxembourg and EU discuss strategic space partnership

Luxembourg led the European Interparliamentary Space Conference (EISC) in 2024, focusing on legislation, the role of universities and sustainability. Established in 1999, the EISC brings together parliamentarians from EU countries to discuss space policies, challenges and strategies.

Key areas of focus

Legislation

With the increasing amount of space debris, the issue of orbital space regulation has become critical. The development of a legal framework for space traffic management and safety requires international co-operation.

The role of universities

Universities play a key role in shaping the workforce of the future and in research. Luxembourg emphasises support for education and scientific initiatives that lay the foundation for space challenges.

Sustainability

EISC aims to preserve space for future generations. One of the tools was the Sustainability Award, an initiative together with ESA that rewards innovative projects with practical applications.

The recent EISC plenary session chaired by Luxembourg adopted a resolution on the importance of equality, professional development and risk management in space. Special attention is given to the integration of women in the space industry and accident prevention.

One of Luxembourg's ambitious initiatives was the proposal to transform the EISC into the ESA Parliamentary Assembly. This would strengthen the links between ESA, the European Parliament and national governments, increasing the democratic legitimacy of space decisions.

Luxembourg's endeavours are aimed at shaping a space future in which Europe plays a leading role. However, this requires mutual endeavours by all other Member States as well.
