Almost one in five people in Luxembourg is at risk of poverty

According to the latest data from the national statistical institute STATEC, collected in the Living Conditions and Income Survey 2023, the risk of poverty in Luxembourg was 18.1 per cent. This is 0.7 percentage points lower than the previous year (18.8%), but almost one in five of the country's inhabitants remains in a zone of social vulnerability.
The situation is particularly alarming among children under 18: 24.1 per cent of them live in households with incomes below the poverty threshold (i.e. less than €2,540 per person per month). This is the highest rate by age category. In comparison, among people over 65 years of age, the poverty risk rate is only 9.4 per cent.
At the same time, despite a slight improvement in the situation, social inequality remains significant. According to the S80/S20 index, the richest 20 per cent of the population have 4.7 times more income than the poorest 20 per cent. This value has fallen from 4.8 in 2023, but still indicates a deep gap. Also, the Gini coefficient, which measures the overall level of inequality, has fallen from 30.6% to 30.1%.
The average standard of living in the country according to 2024 data was €4,867 per person per month, but the research data clearly shows: macroeconomic indicators do not always reflect real social risks.
STATEC emphasises that even with economic stability, poverty remains a structural problem that requires comprehensive solutions - from support for families with children to systemic measures in education, employment and affordable housing.
