Luxembourg and France strengthen transport links

Luxembourg and France continue their active co-operation in the development of railway infrastructure on the border between the two countries. The issue of the financing of these projects was raised in the Luxembourg Parliament, where deputies asked for clarification on the sharing of costs and the fulfilment of obligations by the parties. In response to the enquiry, it was confirmed that both States share the costs of the joint projects evenly.
Two key agreements form the basis for financing cross-border railway projects: the Paris Protocol of 2018 and the Esch/Belleval Addendum of 2021. Both documents clearly establish the principle of equal cost-sharing between Luxembourg and France, allowing for stable financing and efficient infrastructure development. This applies both to the modernisation of existing railway lines and the construction of new routes aimed at improving transport links and reducing journey times between the countries.
To coordinate and monitor the implementation of these projects, representatives of the Luxembourg Ministry of Mobility and Public Works participate in a Franco-Luxembourg group twice a year. The discussions involve representatives of all key stakeholders, including representatives of the French State (through the Prefecture), the Grand Est region, and SNCF Voyages and SNCF Réseau. Discussions take place in a constructive atmosphere and the parties actively exchange information in order to advance joint projects.
The Government of Luxembourg stresses that it has no evidence that France is not fulfilling its obligations under the Paris Protocol and the Esch/Belleval Addendum. Interaction is taking place within the framework of the agreements and both parties are respecting the conditions of equal funding. This confirms a high degree of commitment and interest in the successful implementation of the projects.
