Meetings of co-owners by video link: Luxembourg is preparing a reform of the copropriété law

Minister of Housing and Spatial Planning Claude Meisch (Claude Meisch) confirmed in an official response to MP Marc Goergen (Marc Goergen) that the government is planning to revise the law of 16 May 1975 regulating the status of joint ownership of real estate (copropriété). One of the central issues of the future reform will be the possibility of holding general meetings of co-owners remotely - via videoconference.
This issue will be addressed within the framework of the relaunched "Groupe de travail - Copropriété" working group, which includes representatives of various government departments, the professional association of property managers (Groupement des syndics professionnels du Grand-Duché de Luxembourg), and other key players in the property market. The group's main objective is to adapt outdated legislation to the digital age and current realities.
As the minister specified, the working group will soon start discussions, including on the introduction of the remote format of meetings, in order to develop a first draft of the new bill. This should facilitate the decision-making process among co-owners of apartment buildings and increase the level of participation of tenants, especially in circumstances where personal presence may be difficult (e.g. health, age, holiday or business trip).
The reform will thus not only increase the flexibility of property management, but also reflect the wider digitalisation of administrative and legal processes in the Grand Duchy. The issue of videoconferencing is not just a technological innovation, but an element that increases the inclusiveness and adaptability of the entire co-ownership model.
